Village of Lancaster
Notice of Public Hearing
TO BE HELD MONDAY, MAY 23, 2022

PLEASE TAKE NOTICE; That the Village of Lancaster Board of Trustees will conduct a public hearing in the Council Chambers of the Lancaster Municipal Building, 5423 Broadway, Lancaster, New York on Monday, May 23, 2022 at 7:15 PM to consider a local law to amend the Village Code as to the storage and off street parking of trailers and recreational vehicles. If enacted the local law would amend Chapter 329 “Vehicles, Recreational” and Section 325-18.B(6) of Chapter 350 “Zoning” of the Village Code.

The proposed local law would:

1. Revise the definition of a recreational vehicle. The present inclusion of vehicles “otherwise capable of being made mobile for the purpose of travel, recreational, and vacation use” would be removed.

2. Add a definition of trailer so that the definition of a recreational vehicle would not need to include the present reference to travel trailers, tent trailers, boat trailers, and horse trailers.

3. Extend the application of Chapter 329 to trailers as well as recreational vehicles and accordingly revise the title of the Chapter.

4. Allow a guest to park a recreational vehicle or trailer upon an owner’s property so long as other restrictions with respect to parking are followed.

5. Clarify that the recreational vehicle or trailer must be parked in such a manner as to not encroach upon any required front yard or side yard setback areas.

6. Clarify that if the recreational vehicle or trailer is to be parked between the front building line and the street, it must be parked upon an area which is used for access to a garage or permitted off-street parking area, i.e. no storage or parking on the front lawn.

7. Accommodate parking of vehicles or trailers within a C or M-1district in compliance with Village Code §350-32 “Location of open off street parking”

8. Permit a property owner to request of the Village Board permission to store or park a recreational vehicle or trailer owned by the property owner or a resident of the property in a manner other than restricted by the Chapter. In such event the owner would apply for permission through initial review by the Village Planning Commission. Criteria to be applied in considering the request would be set forth.

9. Retain other restrictions as to the storage and off street parking of trailers and recreational vehicles currently imposed by Chapter 329.

10. Amend § 350-18.B.(6) as to permitted accessory uses in an R-1 District so that the language in § 350-18.B.(6) as to storage of recreational vehicles, trailers, and boats stored on trailers would be consistent with the language of the amended Chapter 329.

The full text of the proposed local law may be reviewed at the Village of Lancaster website www.lancastervillage.org or reviewed during office hours at the office of the Village Clerk located in the Lancaster Municipal Building, 5423 Broadway, Lancaster, New York.

At said hearing, all persons so desiring shall have the opportunity to be heard.  Written comments may be submitted to the Village Clerk’s office or by emailing mstegmeier@lancastervillage.org prior to 4:00 PM on Monday, May 23rd.
